Why does ACS make authors pay extra for the Creative Commons license?

Currently Creative Commons licenses are only required by a small number of funding agencies and are by no means an industry standard.  The ACS AuthorChoice license is less restrictive than several flavors of Creative Commons licenses. However, since some Creative Commons licenses allow potentially competitive reuse and republication, ACS feels that funders that require that license should pay.
